PREBID is designed as a Virginia marketplace facilitator / lead and offer platform. It does not hold vehicle inventory, does not take title, does not hold purchase funds, and does not originate consumer loans at launch.

Always expected

Virginia LLC, EIN, Virginia Tax, local BPOL, trade-name filing, website terms, privacy policy, and TCPA consent for texts. Marketplace-facilitator sales tax registration if Virginia sales or transaction counts cross the statutory threshold (generally $100,000 or 200 transactions).

Vehicle dealer rules

Dealers on the site must hold the correct license: Motor Vehicle Dealer Board for cars and many titled SxS units; Department of Wildlife Resources for watercraft. Selling more than about four vehicles per year in Virginia generally requires a dealer license. Private-party sellers are capped so they do not become unlicensed dealers on this platform.

Financing language

PREBID advertises pre-qualification and an estimated approved amount. It does not advertise a guaranteed loan. If the company itself ever makes loans to Virginia residents, including online, a consumer finance license from the SCC Bureau of Financial Institutions is likely required.
